01) open your picture
Image / Resize: 400 px width (all layers checked)
Adjust / Sharpness / Sharpen
set your FGC to: #d50c1d (dark colour)
and your BGC to: #ff8c00 ( light colour)
02) Image / Add borders / 1 px / dark colour
Image / Add borders / 2 px / gold or silver pattern
Image / Add borders / 1 px / dark colour
03) Selections / Select all
Selections / Modify / Contract to: 4 px
Effects / 3D Effects /
Cutout:
Deselect
04) Image / Add borders / 25 px / colour: white
activate your magic wand tool and select the 25 px white border with it
set your FGC to gradient
flood fill with this
gradient:
Effects / Plugins / VM Distortion / Vision Impossible:
keep selected
Image / Rotate / Rotate Clockwise 90
