Selections / Select all

keep selected

set your FGC to: #083776 (light colour)
and your BGC to: #5e93d1 (dark colour)

flood fill with this gradient:

Effects / Texture Effects / Blinds:
colour: #173D74

Effects / Edge Effects / Enhance

Deselect

02) Layers / New Raster Layer

flood fill with this gradient

03) activate top layer

Image / Resize: 90% (all layers checked)

Image / Resize: 70 %

Edit / Copy
close it again; we don't need it anymore

draw a selection as shown below:

Edit / Cut (delete key)

Deselect
