tutorial tested by:

01) File / New / 600 x 450 px / transparent

set your FGC to: #000000
and your BGC to: #f4ae2d

flood fill your picture with your dark FGC

02) Layers / New Raster Layer

flood fill the layer with your light BGC

open the mask: 92MaskkelsWWA.png

minimize it and back to your picture

Layers / New Mask Layer / From Image:

Layers / Merge / Merge Group

close the mask; we don't need it anymore
back to your picture

Layers / Merge / Merge Visible

03) Layers / New Raster Layer

flood fill the layer with your light BGC

open the mask: ao_19_mask7.png

minimize it and back to your picture

Layers / New Mask Layer / From Image:
Invert mask data: checked!!!!

Layers / Merge / Merge Group

Effects / 3D Effects / Drop Shadow:

Adjust / Sharpness / Sharpen

close the mask; we don't need it anymore
back to your picture

04) open the tube: la_city-06.png

Image / Resize: 75%

Edit / Copy
close the tube again; we don't need it anymore
back to your picture 

 Edit / Paste / Paste as new Layer

place it as shown below:

Layers / Arrange / Move Down

change the opacity of this layer to: 60

and the blend mode to: Hard Light

05) Image / Add borders / 2 px / BGC: #f4ae2d

Image / Add borders / 1 px / FGC: #000000
